Toxic Substances Control Act

Toxic Substances Control Act.

Workplace Issue Memo 1 and 2 Instructions
The Situation:
You just started a new job as the Environmental, Safety and Health Manager at a manufacturing facility
in Whitewater, Wisconsin. The facility you work for has 10 full time workers, 12 part‐time workers, 16
seasonal workers that work 40 hours per week from April through August and approximately 40 visitors
throughout the year.
The Issue:
This week you collected a scheduled routine sample of your drinking water and sent it to an approved
lab to be analyzed for coliform bacteria. The results that you received from the lab stated that it was
positive for E. Coli. Repeat samples were collected and five minutes ago you were notified that the
results of the repeat samples were also positive for E. Coli.
The Memos:
You must write two memos to me (Donna Vosburgh) as if I was your supervisor addressing the
following:
Workplace Issue Memo 1:
What are the short‐term (within the next week) actions that must be taken and the deadline for
those actions? Summarize your findings and defend your answer using the Wisconsin
Administrative Code. Use the memo format specified on the D2L page.
Submit your one page Workplace Issue Memo 1 to the Workplace Issue Memo 1 dropbox by the due
date.
Workplace Issue Memo 2:
This is not the first time that drinking water samples have been positive for E. Coli. The plant
manager is wondering should the plant go to just bottled water for drinking water or install
chlorine treatment? Chlorine treatment would require storing chlorine (potentially a large
amount) at the facility. What other laws do you need to investigate to address having acetone at
your facility? (Read the summaries of the Oil Pollution Act, Comprehensive Environmental
Response, Compensation, and Liability Act, National Environmental Policy Act, Toxic Substances
Control Act, Pollution Prevention Act, and Emergency Planning and Community Right‐to‐Know
Act. In the memo state which acts you need to investigate further to determine if the chlorine
would fall under the requirements of those acts. You do not have to actually conduct the
investigation for this assignment, just let your supervisor know which acts you will be
investigating.)
